Dicussion Point during IRPA Meeting
Mr.L.S.Chandel/GS/IRPA (Left) told to the delegates on MACP issue,PCA issue,and on Restructure.He informed that PCA will be doubled soon as it was accepted by NAM Committee and sent to Cabinet for approval.Regarding to MACP and GP of Rs.5400 he told that on 27-07-12 a seperate meeting will be held at New Delhi to discuss the matter.Regarding to Restructure he informed that 65 % Pharmacist will be in GP of Rs.4200 and 35% Pharmacist will be in GP of Rs.4600.He also told about the unity of Pharmacist.
Sri.Jagdamba Prasad,Shri.Sandeep Chaurasia Shri Balraj Kumar also addressed the Pharmacist on various issues.

1- Need Changes in Food Safety & Standard
Act-2011--Bcz Educational Qualification(Pharmacy Degree)deleted in selection
criteria of Food Inspector...For that Recently we lost of Pharmacists post(400+) as Food Inspector in UP State & also
Gujarat state...Parliament Standing committee-Ministry of Health F&W,take
this decision...so we need correction & put pharmacy degree in Food Safety
& Standard Act-2011..
2- Need Changes in Drug & Cosmetic Act- Rule
-64, whole sale of Drug Licence-Issued only to Registered Pharmacists..Other
qualification should be deleted & In Rule--65, Retail sale of Drugs
Licence, Issued as Proprietor, Partner or Director Should be Registered
Pharmacists.. Other qualification should be deleted ... If changes occur Lakhs
of Pharmacists Employment generation should be created.
3- Need Changes in Drug & Cosmetic Act-Rule -71
& 76,Renewal of Manufacturing License, Educational qualification must be in
Graduate of Pharmacy..Other qualification should be deleted…& fix Pay scale
….
4- Employment Generation of Pharmacists in NHRM
(Primary health centre & Community health centre), & there is a need of
Cadre formation for existing working pharmacists in hospitals. this will open
the doors for Pharm .D pharmacists in hospitals and at the same time B. pharma
pharmacists will also get a govt. job other than just Drug Inspectors. Proposed
cadre will have posts starting from Pharmacist to Director (Pharmacy).
5- Formation of Indian Pharmaceutical
Services…(this create Social Status for Pharmacists Jobs)
6- Formation of Ministry of Pharmaceuticals, all
Regulatory frame work come under one roofs i.e(DCGI,IPC,PC
I,NPPA,NIPER,PHARMAEXCIL,all Psu units (IDPL,HAL,RDPL,KAPL,BCPL)).
7- Need Changes in Pharmacy Act:
*all Pharmacy Education at all levels (D.Pharma,
B.Pharma, M.Pharma, Pharm.D) should be Regulated and controlled by one body,
i.e-Pharmacy Council of India.
*Uniformity of Syllabus, Implemented in country
wise..Control by- Pharmacy Council of India.
*Regulation with Ref.to appointment of faculty, PCI
shall work, suggest creation of post for all professionals as per there
educational qualification.
8- Need Changes in NIPER ACT: The Director post
should be basic in pharmacy.

Sub: Placement of Pharmacists in the Entry GP of Rs.4200 (Non-Functional Grade) on completion of two years service in GP Rs.2800 as well as grant of three MACPs to Pharmacist category on the Indian Railways – Pendency of recovery
In continuation of my earlier letter dated 11th November, 2011, wherein Railway Board was requested to pend recovery of the amount which has already been paid to the Pharmacists, it would be worthwhile to mention that in the 4th meeting of the National Anomalies Committee, held on 5th January, 2012 in North Block, New Delhi, the Official Side agreed to consider the matter favourably, in the presence of your good-self as well as EDPC-I, Railway Board.

In view of the above, the Board are requested to advise General Manager of the Indian Railways to maintain status-quo in this regard till the matter is decided.

Subject:- Extension of Risk Allowance till 31.12.2011.
The undersigned is directed to refer this Department’s OM No.21012/0l/2008-Estt.(AL) dated 25-01-2011 vide which payment of Risk Allowance was extended till 30-06-2011. Extension of Risk Allowance for a further period of six months beyond 30-06-2011 has been considered and it has been decided that Risk Allowance may be continued for a further period of six months upto 31-12-2011 or till such time Risk Insurance Scheme is implemented, whichever is earlier. All the Ministries/Departments are requested to ensure implementation of Risk Insurance Scheme before 31-12-2011.

Director General, Railway Health Services, Railway Board addresses Indian Railway Pharmacists Conference
The two days 1st Indian Railway Pharmacists Conference – CME 2011 was inaugurated today at the Central Railway Hospital, Lallaguda, Secunderabad. Dr. V K Ramteke, Director General, Railway Health Services, New Delhi was the chief guest on the occasion while Sri M S Jayanth, General Manager, South Central Railway was the Guest of Honour. Pharmacists from all over India attended the conference.
Addressing the gathering, Dr. V K Ramteke appreciated the growth of Railway Hospital as a centre of Medical expertise.Highlighting the aspect that a Medical college and Nursing College are due to come up at Secunderabad, Dr. Ramteke expressed confidence that the Railway Hospital will convey the bench mark of excellence.He spoke about the vital role played by Pharmacists and stressed that patients who visit the Hospital should feel comfortable and secure which adds to their recovery. This will be the biggest achievement of the Pharmacists who are the eyes and ears of the Doctors. Dr. Ramteke also expressed his happiness that a Counseling unit is also set up at the Railway Hospital, Lallaguda, the first of its kind on Indian Railways, which will help in advising and counseling patients.
Earlier, Shri M S Jayanth in his address spoke of the brand image of South Central Railway which has developed into a distinct identity in all spheres.The General Manaager elaborated on the technology growth in the field of Pharmacy and wanted the Pharmacists to hone up their skills to match the same.In times to come, more than medicine, mind will deliver the results and hence Pharmacists shall work with zeal, human touch and the urge to care for patients.
Dr. R M Batwara, Chief Medical Director, South Central Railway in his welcome address expressed that the conference will provide a great opportunity for to Pharmacists from all over Indian Railways to interact and acquire knowledge on Pharmacy to keep pace with the developments.Dr. B Sudhakar, Medical Director, South Central Railway presented the vote of thanks.
A scientific exhibition was also organized on the occasion.

1st Indian Railway Pharmacist's CME-2011
