Implementation of MACP Regarding to Pharmacist

Northern Railway Implemented the MACP of Pharmacist
As per letter No.561-E/199-MACP/P2B Dated 14-09-10 of Sr.Divisional Personnel Officer Firozpur Divison Of Northern Railway has granted the Grade Pay of Rs. 4600 under 1st MACP ,Grade Pay of Rs. 4800 under 2nd MACP and Grade Pay of Rs. 5400 under the 3rd MACP,After completion of 12 Yrs,20 Yrs & 30Yrs of Service from the Date of Appointment.Detailed can be seen and uploded (Page No. 106 to 108) at-

IRPA/SCR Meeting

SOUTH CENTRAL RAILWALY PHARMACISTS ASSOCIATION

The Pharmacists of Secunderabad area (Hqrs) conducted a meeting with the two divisions (SC& HYB) and CH/LGD on 04.09.2010 at CH/LGD premises from 14.30hrs to 17.30hrs.

The following agenda was put in the meeting by Smt.M.Revathi, Pharmacist/CH/LGD.

1-Discussion regarding the policy on MACP & Anomalies arises in the orders given by the Fast Track Committee (amendment of placement with effect from 01.01.2006 to be given, already it is urged to NFIR & AIRF). NFIR has sent the letter regarding the clarification of the FTC on 30.08.10.
2-Discussion raised regarding the implementation of Sr.scale officers in PB-3, i.e. Rs.6600/- Grade Pay, which has been agreed by the NFIR draft, has been sent to Rly.Board.
3-Cadre re-structuring has been discussed in the meeting to raise the apex grade 10% to 55% (i.e. Rs.4800/- GP) in regular promotion.
4-MACP is already implemented in some zones only, clear clarification is awaited from Rly.Board to implement like CGHS.
5-Discussion on review of IRMM, many queries have been invited to implement as per our profession.
6-Mr. Y.Asheervadam, Zonal Secretary has retired in the month of May-2010, and
Mr. Laxminarayana is being deputed as vigilance Inspector, due to which two posts lying
vacant. So temporary elections conducted, till General body meeting has been formed, in
which the following were elected.

General Secretary: Smt. M. Revathi, Pharmacist/CH/LGD
Org. Secretary : A.Sreenivasulu, Chief Pharmacist/MSK/HYB

Asst. Secretaries : All Divisional Secretaries
7-The accounts/balance sheet put in front of the house and explained the IRPA/NDLS is
facing deficit account, this should be fulfilled at the earliest.
8- Before conducting the meeting a good lunch has been arranged by Smt. M.Revathi &
Smt. T.Himabindu, Pharmacists/CH/LGD.
9-Pharmacist Association meeting to be conducted every quarterly in divisions.
10-Vote of thanks was given by Mr. B.Benjamin, Pharmacist/HU/CKL.

N.E.R.,Pharmacist Association Meets

North Eastern Railway Pharmacist Association meeting held on 03-09-10 in the Presidentship of Shri.V.K.Chowdhary,Asst.Pharmacy Officer in L.N.M.Railway Hospital,Gorakhpur.Main Agenda of the meeting was to inform the Pharmacist from the action taken by Executive Committee on 29-08-10 at New Delhi.Main Points of the disscus is as follows-
1-Implementation of the report of Fast Track Committee.
2-Revised rate of Patient Care Allowance.
3-Placement of Grade Pay.
4-Restructuring of Post of Pharmacist.
5-Increase no. of post of APHO.
6-Non Practice Allownce.
7-Biannual General Meeting of IRPA.

Attention is invited to Railway Board’s letter of even number dated 30.O3.2010 on the above subject.

2. As per para 2 of Board’s letter dated 30.03.2010 Pharmacist Grade-II and Grade I will be merged and designated as Pharmacist (non- functional grade) in PB 2 with grade pay of Rs.4200/- and the grade will be granted to Pharmacist (entry grade) on non-functional basis after 2 years of regular service in the grade pay of Rs.2800. In view of this, the word ‘promotion’ appearing in para 3 of the letter may be read as ‘placement’. Such placement will, however, be subject to vigilance clearance.

3. This issues in consultation with Establishment and Health Directorates and concurrence of the Finance Directorate of the Ministry of Railways.

Subject:-Revised pay structure of the Pharmacists Cadre.

While approving the Report of the Sixth Central Pay Commission, the Government referred the matter related to the pay scale of Pharmacists to a Fast Track Committee.

2. Based on the decision of the Government, on the recommendations of the Fast Track Committee, Ministry of Railways with the approval of the President have decided the following pay structure for the posts of Pharmacists cadre on the Railways w.e.f. 1.1.2006:-

3. Consequent upon the implementation of the above pay structure, promotion from Pharmacist (Entry Grade) to the next higher grade of Pharmacist (Non-functional Grade) having grade pay of Rs.4200 will be delinked from vacancies and will become non-functional and time-bound.

4. The posts of Chief Pharmacist in the pre-revised scale of Rs.6500-10500 will be placed in Grade Pay Rs.4600 in terms of Board’s letter NO.PC VI / 2009 / 1 / RSRP / 8 dated 22.12.2009. Further, as stipulated in note 2 under schedule circulated vide Annexure ‘B”‘ of Board’s letter NO.PC-VI / 2008 / 1 / RSRP / 1 dated 11.09.2008 in case a post already existed in the pre-revised scale of Rs.7450-11500, the posts being upgraded from the scale of Rs.6500-10500 should be merged with the post in the scale of Rs.7450-11500.

5. This issues in consultation with Establishment, Management Services and Health Directorates and concurrence of the Finance Directorate of the Ministry of Railways.
