Breaking News IRPA Mathura Meeting 19-07-13



    Minutes of the Meeting of Indian Railway Pharmacist Association
            Core Committee, held at Mathura Cant. on 19.07.2013



The first Core Committee meeting after formation of the new body under the presidentship of Sri. L.S.Chandel (Sri.V.G.Zambre, President/IRPA/NDLS took the leave) and Smt. Revathi.M, General Secretary/IRPA/NDLS, held at Mathura Cantonment  on 19.07.2013 in the presence of following Core Committee Members.

Welcome address was given by Smt. Revathi.M, GS/IRPA/NDLS, after welcoming address 2 minutes were mourned in the memory of the people who laid down their lives in Uttarakhand. She narrated about the financial condition of the IRPA and asked the advices of each and every member present in the meeting to give suggestions to improve the financial matters of IRPA.
She also told how to improve the cadre in all Railways, for this she insisted that 17 zones should be divided into Four Regions. Each region comprised of Northern region, Southern Region, Eastern Region and Western Region. And all Industrial/Production units under one unit & it were agreed in the meeting by all the members that, Sri.S.P. Verma,Pharmacist,DMW/Patiala will lead as Secretary for all the PU’s.



Regarding the Fast Track committee that the legitimate issue of wavering of Rs.2800/- Grade pay,  and implementation of Rs.5400/- Grade pay to our cadre should be implemented soon. In this regard Sri. Ragavaiah, GS/NFIR/NDLS has already raised the issue in the Rly.Board in the month of December-2012. IRPA has already requested both the Federations  for wrongful resentment of MACP implemented to our cadre, in this regard both federations have written the letters to the Railway Board not to consider placement of Pharmacists from Rs.2800/- Grade Pay to Rs.4200/- Grade pay as 1st MACP. The first MACP should be considered as Rs.4600/- Grade Pay. Regarding MACP, IRPA will communicate to the federations and Railway Board to review and implement the 3 MACP’s to the Pharmacist cadre after clarifying with DOPT.
It was advised to all zonal Railways to send the all pharmacists Phone numbers & email id’s as early as possible to the IRPA to enable to reach all the pharmacists with latest developments of the cadre and association. Also requested to all the zones to deposit Rs.10000/- per year as special fund to meet the challenges etc..  for the forthcoming 7CPC.
It was decided in the meeting that, all the zonal bodies should conduct 3 meetings in the divisions in their respective zones and send the minuts to the IRPA so that, the problems of the Pharmacists i.e. administrative problems will be solved through concerned CMS/CMD
It was also  decided in the meeting after taking the views from all the members to amend the duties and responsibilities of Pharmacists as per the Pharmacy act – 1948 Section 42 and Article -14 and the Dispensaries /Lockup dispensaries in some parts of Indian Railway are running without Pharmacists, which is illegal and against pharmacy act and considered to be offensive. DG(RHS)/NDLS and CMD’s of respective zones should immediately intervene in this matter and pharmacists should be posted at the earliest or the action will be taken by Drug Controlling Authority of India.
The Pharmacists in many railways are facing lot of hardships due to non-filling up of vacancies. In this connection soon , IRPA will conduct the meetings with both federations and DG(RHS),  and it is requested to all zonal secretaries immediately conduct meeting with the both unions in their respective zones regarding filling up of vacancies , amendment of IRMM & MACP policy and send the minutes to the IRPA.
It was decided in the meeting that, IRPA will file a case regarding the wavering of Rs.2800/- Grade pay as initial grade and implementing 3 MACP Policies irrespective of Fast Track Committee after the hearing of the case filed by the FIPO/NDLS on 31.07.2013
General Secretaty/IRPA requested Sri. L.S Chandel, Patron/IRPA to give his valuable suggestions.  He addressed  to the meeting to strengthen the financial matters and to pay the subscription amount for the year 2011-12, 2012-13 & 2013-14 from all the zones. He has approached the both federations to resolve the problems of the cadre.
Sri. Tapan K Jena, has advised to constitute advisory committee for 7CPC in which minimum 2 persons from each zone and universal duties should be implemented across the Indian Railways.
Then Core committee requested to give their valuable suggestions one by one.
From SER Sri. Tapan K Jena & N.C.Das felicitated Sri. L.S.Chandel on his post superannuation.
